It can be, when it is uncapped and runs for months. Done properly it is a modest reminder over the weeks somebody is genuinely deciding, with buyers excluded and a frequency cap on it.
Do I need a lot of traffic for this to work?
You need enough visitors to build an audience the platforms will serve, which is a low bar but not zero. If your traffic is too thin you will be told to spend on getting visitors first.
Does geofencing actually work?
In specific situations, yes, like a trade show or a defined neighbourhood. As a general strategy it is oversold, and the accuracy claims in the sales pitches are usually generous.
Is display worth it without remarketing?
Rarely, for a local business. Cold display reaches people who are not thinking about you at all. The remarketing audience is where nearly all the value sits.
